Our Curricular Foundations

CAG’s curriculum is designed around three main tenets, which form the basis for building good and effective governments. Through our training programmes, we support our partners in their journey towards building champion governments and developing public sector leaders.

The Chandler Academy of Governance (CAG) is part of the Chandler Institute of Governance (CIG), a non-profit organisation based in Singapore. CAG complements and supports CIG’s work by developing and delivering training programmes for government leaders.

Our training programmes are practitioner-oriented, and based on application rather than theory. Our unique curriculum is designed to equip government leaders with the capabilities required to meet the realities and demands of public service work. In line with this, our programmes are co-designed and delivered by experts with deep government experience.

We work closely with our government partners to contextualise our training programmes for the countries and regions we work in, so that the training is relevant for our learners.

Our Curricular Foundations

Government Leaders as National Stewards
We believe that government leaders must be effective stewards of the nation, safeguarding its national story from one generation to the next.

They must have the wisdom and foresight to discern the national story, to build and communicate a national identity around this story, and to set the national direction and goals in line with the story. In doing so, government leaders build enduring nations across generations and trust with the people they serve.

Government Organisations & Systems

The public sector must have strong organisations and systems.

This means having organisations that are united in
 purpose, values and culture, and structured in the best ways to fulfill their respective missions. Strong organisations must also be supported by effective systems, such as talent and performance management systems, resource management and strategic planning. These are the basic 'plumbing' required of any effective organisation.

Policy Design & Implementation

Public servants must have the practical wisdom and capabilities to design and deliver public policies. This is the core function of government, and the vehicle through which governments serve their constituents.

To do this well, public servants must have the technical capabilities to craft policies that can achieve the intended outcomes, the wisdom to discern whether policies are politically tenable, and the capacity to work together to translate policy on paper into implementation on the ground.
