Sheila Pakir
Sheila is the Founder and Principal Consultant at Kaye Consulting, which offers services in strategic communications, foresight, and leadership development and coaching. She is also a Singapore Futures Fellow with the Lee Kuan Yew School of Public Policy, an Associate Certified Coach with the International Coaching Federation, and the LEAD Impact Initiative Coach with OCBC Bank and the NUS Business School.
Prior to founding her consultancy, Sheila spent a decade in the Singapore Government. A former Administrative Officer, she last held Deputy Director appointments in Communications Group, Prime Minister’s Office and the Ministry of Communications and Information, where her portfolios included crisis communications, building resilience against misinformation, and whole-of-government communication strategy. Prior to that, Sheila held appointments in the Pioneer Generation Office coordinating ground outreach on national healthcare policies, in the Ministry of Home Affairs drafting domestic security policies, and in the Centre for Strategic Futures undertaking scenario planning and foresight work to help shape public policy. While in government, Sheila regularly facilitated strategy workshops for Permanent Secretaries, Deputy Secretaries and Chief Executives, and regularly wrote and presented policy analysis and recommendations to Cabinet Ministers and other senior public sector leaders.
An accomplished writer and editor, Sheila co-edited Navigating a Complex World with a previous Head of the Civil Service on Singapore’s experience with strategic foresight. Sheila is also an Editor with The Birthday Collective.
Sheila holds a BA in Philosophy from Brown University, where she was also a Rose Writing Fellow and Karen T. Romer Undergraduate Teaching & Research Award recipient. She graduated Phi Beta Kappa (J) and won the Best Honours Thesis Award for Philosophy.
