CIG and Ho Chi Minh City Establish Partnership through MOU and Workshop on Government Effectiveness

HO CHI MINH CITY (VIETNAM), 25 November 2024 — The Chandler Institute of Governance (CIG) and the Government of Ho Chi Minh City have marked a significant milestone with the signing of a Memorandum of Understanding (MOU).

This MOU reflects a strong alignment of values and a shared commitment to public sector effectiveness for the Ho Chi Minh City government and Vietnam. Building on CIG’s presence and successful collaborations with government partners across Vietnam, this partnership aims to strengthen public sector effectiveness in Ho Chi Minh City.

Speaking at the signing ceremony, Mr Kenneth Sim, Managing Director (Strategy and Research) at CIG, highlighted:
“The signing of the Memorandum of Understanding with the Government of Ho Chi Minh City not only formalises our partnership but also highlights our shared commitment to support the city government in strengthening public sector effectiveness. It also represents an important expansion of our partnership with the Government of Vietnam.”

Dr Truong Minh Huy Vu, Director of HIDS, reflected on the city government’s priorities:

“Streamlining an organisation and effective public sector management is an inevitable goal and trend. In Ho Chi Minh City, notable challenges include evaluating officials and applying information technology in public administration. The city is committed to achieve the goal of having a professional, effective, and efficient civil service by 2030. I look forward to the partnership with CIG to achieve this shared objective.”

Following the MOU signing, CIG and the Ho Chi Minh City Institute for Development Studies (HIDS) co-organised a two-day workshop on “Effective Management in the Public Sector”, designed for senior government officials from Ho Chi Minh City. The workshop focused on key principles for building a high performance government and the critical role of effective human resource management (HRM) in building a capable and efficient public sector.

Participants gained valuable insights into good international practices in Human Resource Management (HRM). Through expert-led sessions and engaging discussions, participants reflected on and explored strategies that could be adapted to address the unique governance challenges faced by Ho Chi Minh City.

This initiative marks the beginning of a partnership between CIG and the Ho Chi Minh City government, and underscores CIG’s deep and continuing engagement with the government of Vietnam.
