CIG Facilitates Session on Building High Performance Government at 2025 Ibrahim Governance Weekend

CIG presents an integrated model of High Performance Government to attendees at an official side event of the Ibrahim Governance Weekend 2025, Marrakech, Morocco, June 2025

Marrakech, 03 June 2025 — The Chandler Institute of Governance (CIG) facilitated a session at the 2025 Ibrahim Governance Weekend (IGW) organised by the Mo Ibrahim Foundation in Marrakech, Morocco. The IGW is an annual high-level event convening prominent African political and business leaders, representatives from civil society, multilateral and regional institutions, as well as Africa’s major international partners to debate issues of critical importance to Africa. This year’s IGW discussed ways for Africa to mobilise and leverage its own resources more effectively, in the face of its growing development needs and declining volumes of international aid.

CIG’s session focused on exploring the dimensions and building blocks of sustaining high performance government, as a critical lever for national development and building strong nations. The session began with an introduction to key ideas and concepts from CIG’s High Performance Government framework, based on international good practices including stories from Singapore. Participants then interacted with experts from CIG’s network of governance practitioners and experts, who shared their stories and experiences in building high performance governments around the world. The speakers were:

  • Lloydette Bai-Marrow, Managing Partner, Parametric Global Consulting, U.K.
  • Achref Ghorbel, Director of Procurement and Logistics, National Health Insurance Fund, Ministry of Social Affairs, Tunisia
  • Tim Hanstad, Vice-Chair, Chandler Foundation
  • Jean-Francois Verdier, Inspector General (Finance), Ministry of Finance, and Industrial and Digital Sovereignty, France

On the sidelines of IGW, CIG also engaged with like-minded practitioners and leaders to discuss approaches towards building high performance government, and explore collaboration possibilities.
