CIG Concludes Leading for Change Module for Government Empowerment Network in Uganda

WAKISO (Uganda), 23 October 2025 — The Chandler Institute of Governance (CIG) has successfully concluded the Leading for Change Module for 24 Ugandan public sector middle managers participating in the inaugural Government Empowerment Network (GEN) Uganda cohort. The three-day Module took place from 21 to 23 October 2025 at the Beauvais Retreat Centre in Wakiso.

The Module equipped participants with practical skills to develop compelling reform narratives, design communication strategies, identify and analyse key stakeholders, build trust, manage resistance, and align diverse interests to secure commitment and sustain reform momentum.

Designed by CIG with our experts Mr David Schmidt and Ms Yoliswa Makhasi, the Leading for Change Module forms part of the GEN’s deep reform incubator – an eight-month journey of mentorship, peer exchange, and real-time coaching backed by rigorous reform science. Unlike traditional training programmes, GEN embeds participants within their institutions to ensure learning directly drives reform implementation.


Facilitated by Ms Yoliswa Makhasi, former Director General at South Africa’s Department of Public Service and Administration and an experienced leadership coach, participants had the opportunity to exchange perspectives and seek guidance from a senior public sector leader on how to navigate challenges and build conviction for reform.

The Module culminated with a Reform Pitch Clinic where participants refined their elevator pitches to deliver messages that are urgent, clear and action-oriented. As the GEN enters its final phase, participants will have the opportunity to present their reform initiatives to their respective Permanent Secretaries as part of the Deep Reform incubator process.
