The partnership between CIG and IPA first commenced in February 2024 with the delivery of policy writing workshops for the Brunei Civil Service. Since then, more than 150 civil servants have been trained in areas such as strategic planning and implementation, policy development, and productivity measurement through IPA’s Executive Development Programmes and curated workshops for senior officers. These initiatives are designed to equip officers with the skills needed to deliver results in an increasingly complex governance environment.
Under the MoU, CIG and IPA will strengthen cooperation on training programmes to build public sector capabilities with the potential to expand into regional initiatives tailored for ASEAN member states and other partners. Both organisations will also explore new avenues for knowledge exchange, including study tours and research activities to support continuous learning and development.
The partnership will also extend to international engagement and research. CIG recently launched the second edition of its Global Survey on Public Sector Training Institutions (PSTIs), which will focus on AI and technology integration in public sector learning, funding models, and the real-world impact of training. CIG has invited IPA to contribute a thought piece for the 2026 PSTI Global Report. In addition, IPA Director, Dr Hajah Noor Maya Haji Md Salleh will also participate and deliver a presentation at an upcoming regional governance conference in Hanoi co-organised by the Academy of Public Administration and Governance (APAG) and Chandler Institute of Governance (CIG).
The signing of this MoU marks a key milestone in the CIG–IPA partnership, paving the way for deeper knowledge exchange, an expanded portfolio of joint training initiatives in Brunei and across ASEAN, and greater collaboration in international forums and research.
